That would be such a waste of tax dollars. And were going to have to get a whole new government department just to keep track of everything. Plus random problems and issues for the department to keep up with for example... some dumb fuck is on the interstate with a bad alternator so while he is driving it asks him to blow so he does but the machine doesnt except it making his brakes lock up and well a dangerous situation!!!!!!!!!
